Peters’ continued:We were trying to do some good things [in Hackney], especially equalising in terms of population type policies like the race and ethnic minority developments and community participative politics. [There were] more and more trade union issues and cuts all coming together. There were all different trade unions so amongst other things I had to spend quite a lot of time taking them seriously because you couldn’t ignore them, in order to allow some other people to get on with the good work they were trying to do in the borough … We pioneered same-race placements, which was never an absolute policy by the way … [and] we had gone from 70% of kids in residential care to 70% in foster and adoptive care during my time [1983–1990] as director … [and we also had the mental health [and learning disability] hospital closures.
